海外研究學生基金計劃向杰出且有研究能力的海外研究生提供資助。該項獎學金由各大學代英國教育與技能部（DfES）管理。獎學金授予從事研究類、全日制課程的碩士學生。費用包括國際學生與本國學生學費的差額部分。獎學金的基準為一年，但可以根據研究課程的期限，在第二年或第三年時更新。
